Goals/Scope

Make generated Effect projects type-check and build after the dependency upgrade. Review the generated catalog migration and the switch from Biome to Oxc.

Description

Upgrade to Effect rc.117 and the compatible VFS 0.7.0 release. Supply BrowserCrypto.layer to memory filesystems, update generated API calls, and align the generated Node platform package with Effect rc.117. Replace Biome with Oxlint and Oxfmt. The Nx E2E now checks the build as well as type-checking.

Reviewed changes This review covers the three commits since the previous Pullfrog review, which upgraded VFS to 0.7.0 and supplied the Crypto service required by its memory adapter.

• Aligned VFS dependencies: Upgraded memory and core to 0.7.0, whose published peer range matches Effect rc.117, and declared the browser platform dependency.
• Restored memory previews: Provided BrowserCrypto.layer when creating the memory filesystem in Apply and Recipe previews.
• Updated VFS tests: Supplied Crypto to memory filesystem fixtures and exercised preview isolation and composition against the new adapter.

bun run test --filter=@repo/scaffold, bun run type-check, bun lint, and bun format:check passed. The prior VFS peer compatibility finding is addressed.
