# Four issues from a framework and an editor: #646, #647, #648 and #649, read against the engine and routed by home

**Status:** revision 1, adopted on 2026-09-16. The implementation, its
refinements and its readings are `2026-09-16-646-649-implementation-plan.md`.
**Status:** closed on 2026-09-16. Every row of this record is implemented and
published: mcpp 2026.9.16.1 (mcpp-community/mcpp#650 and #651),
mcpp-plugins 0.12.0 (#28), mcpplibs/mcpp-index#432 and #433,
openxlings/xlings#597 and openxlings/xim-pkgindex#845. The implementation, its
refinements, its readings and the sandbox verification are
`2026-09-16-646-649-implementation-plan.md`; its §9 is the closure and §1.10
states what the review before the release changed.

Two decisions in this record were revised while implementing. F2 is confirmed
rather than only probable, and the Mach-O default stays with a diagnostic
(D10, plan §0.1 row R5). E4.2's gate compares a restatement's source with the
declaration in effect, and the comparison is made on what the declarations
mean rather than on their bytes, because the byte comparison refused a
manifest 2026.9.15.2 builds (plan §1.10 item 19).

Engine code was read at `2fc7b5b0` (origin/main, after mcpp 2026.9.15.2).
