Adds a new statsDashboardEnabled setting so the stats dashboard can be hidden on the home page without disabling statistics collection. The settings UI, preload state, and defaults are updated to read/write the option, and the dashboard renderer now avoids redundant refreshes and unnecessary DOM work when summary data has not changed.
