…ing on PRs PyO3 0.27 dropped support for PyPy 3.9 and 3.10 (PyO3/pyo3#5516), which broke the wheel builds of every matrix entry listing pypy3.9 — hence the v0.10.0 and v0.11.0 tags never made it to PyPI. The version steps derive the version from `github.ref`, which is `refs/pull/N/merge` on the pull_request events added here, so they now only run on tag pushes.
