docs/AGENT_LIFECYCLE.md — how an agent turns into a commit in this repo, the 21 Review Gate rules, the six subagents, and the Supabase/Vercel tool rules.

Why it never merged: PR #1638 was CLOSED. It bundled this document with a flip of .claude/settings.json autoMemoryEnabled to true, which Helm project scope owns and pins to false (.claude/rules/shipping.md §1b) — this repo already has a Git-backed memory architecture under memory/, and a machine-local store that can disagree with committed state is a second authority for engineering truth.

This PR carries only the document. The settings and .gitignore commits are deliberately dropped. preserve/local-main-2026-08-27 holds a byte-identical copy of the same three files and needs no separate PR.

PR #1638 carried this document alongside two changes that cannot land:
a `.gitignore` entry for a staging snapshot directory, and a flip of
`.claude/settings.json` `autoMemoryEnabled` to true. Helm project scope
owns that key and the value is false (`.claude/rules/shipping.md` §1b) —
this repo already has a Git-backed memory architecture under `memory/`,
and a machine-local store that can disagree with committed state is a
second authority for engineering truth.

So the document ships alone. It is the only part of that branch main
does not already have.
