0.11.3 fixed the AOT label-creation bug but the release-creation existence check (Get-then-Create) was still unreliable, causing a 422 already_exists conflict when a concurrent master-push build had already created the release. 0.11.4 makes release creation a self-contained idempotent upsert instead. 0.11.3 fixed the AOT label-creation bug but release creation's existence check was still unreliable — nullean/release-notes#34 makes it a self-contained idempotent upsert instead, resilient to the concurrent master-push race we hit on 0.14.3.
