Add BiRR plugin

Summary

• Adds BiRR (odoare/BiRR), a Binaural Room Reverb effect plugin
• Windows: VST2 (dll) + VST3 (x64)
• Linux: VST2 (so) + VST3 + LV2 (x64), verified by extracting each archive — fetch.ts skipped these since it only recognizes "linux" not the "LIN" abbreviation used in these filenames
• LGPL-3.0 licensed
• Note: each release archive bundles both BiRR and a companion plugin, AmbiRR
