Restore the pruned app lock entries

In a full checkout with the app submodules initialized, this lockfile no longer contains most apps/* workspace/link locators (for example the @accruals-gateway/domains locator that existed in the parent was removed, and the app locator count drops from 64 to 8), so yarn install --immutable will need to rewrite yarn.lock and fail before any affected app can build. Please regenerate the PostCSS bump with all workspaces/submodules present so the shared lockfile still covers every app.
