Adopts the exact-version-tagged open-ships/ci@v1.1.0 GoReleaser policy. Existing cross-platform archives, checksums, and Homebrew cask remain project-owned; centralized publication adds a complete checksum manifest, CycloneDX SBOM, toolchain record, and separate build-provenance and SBOM attestations.
