fix(cli): show scan scope before verified review progress

Summary

Show the number of files in scope until verified review progress becomes available. This addresses the inventory-before-progress portion of #70.

Changes

• Render N in scope when inventory is known but no reviewed files have been verified.
• Switch to completed / total reviewed once a positive completed count is available.
• Cover both states in the existing dashboard regression.
• Merge current main without changing the reviewed two-file patch, publication presentation, or Deep scan behavior.

Testing

• Existing dashboard and worker-progress suites on d3dad7ec: 38 passed, 196 assertions.
• Existing CLI dashboard tests: four passed, 43 assertions. The focused checks total 42 executions, zero failures, and 239 assertions.
• pnpm run types, pnpm run format, and git diff --check: passed.
• Build, pack, check:package, and separate installed-package smoke: passed. The archive contains 222 entries and 106 bundled plugin files.
• The earlier standard and randomized full suites on e7d07822 each passed 1,293 tests with 11 skips and zero failures. Those results are historical; a new full suite was not run for this unchanged main integration.
• Two fresh source-only native reviews and independent verification passed with no findings. Pushed-head CI is still required.

Risk and rollout

Presentation-only dashboard change. No new telemetry, estimated percentages, scan-state tracking, or phase/activity behavior. Broader progress concerns in #70 remain out of scope. Bundled-plugin and npm versions are unchanged. Preserve the current draft state and recheck current main before merge.

Public disclosure review

Newly authored material was reviewed for public disclosure. Existing automated review comments contain access-restricted report references; maintainer cleanup remains outstanding.

• No customer, partner, prospect, or user identities, data, or identifying details are included.
• No credentials, personal data, private source, scan findings, or nonpublic links or tickets are included.
• I reviewed the branch name, title, description, commits, changes, comments, logs, screenshots, attachments, and links for public disclosure.
