Keep Linear publication receipts accurate without losing track of issues that may already exist.

990b35cb4ce0c4a5d2131b1eab40a6c5f649e363: types, formatting, build, pack, and the static package contract passed.df6e4c4de65201bb54f5ee9f7fc770de914c655bpassed 94 focused tests and the randomized SDK suite: 1,311 passed, 11 expected skips, and 0 failures.Risk and rollout
Default create-new-issues behavior, accepted-creation and salvage rules, database schema, and credential handling are unchanged. No automatic retry or remote readback is added. The only manual current-main conflict resolution combines the shared client imports with the existing publication-argument builder. Required human approval and fresh pushed-head checks remain separate merge conditions.
