Reverts the meta title suffix added to the base64 tool in #106 (en + zh-Hant), restoring the shorter "Base64 Decode and Encode | Authgear" title.
The longer title has not shown a benefit since it shipped, and the shorter form matches how people search for the tool. No other changes.
