rtk shipped v0.14.0 on a floating range while all 14 sibling packages use a caret. That made it the only package that would resolve against a future core minor it had never been tested with.

rtk v0.14.0 went out on
>=0.14 <1.0, released before the ecosystem settled on caret. Every other package is on^0.14, so rtk is currently the only one that would float onto core 0.15+ untested.Constraint-only change. Ships as v0.14.1, since v0.14.0 is already published.
