Mirror the doc-fr script: iterate commits on doc-en master, so direct pushes (cherry-picks by maintainers, etc.) also produce sync-en issues. PR-based tracking misses those, e.g. doc-en commit e5ff446c (visible in doc-fr#2868, no equivalent here).

El tracker actual itera PRs fusionadas en
doc-en, así que ignora los commits directos amaster(cherry-picks, merges manuales). Estos cambios necesitan traducción pero no producen issues aquí.Este PR refleja el script de doc-fr: itera la lista de commits, deduplica por SHA y conserva la dedup por número de PR para los issues ya existentes.
Ejemplo: el commit doc-en
e5ff446caparece en doc-fr#2868 pero no tiene equivalente en doc-es.
