docs: add TypeScript React refactor plan

• Refocus the plan on finishing the existing TypeScript React migration through targeted refactoring
• Remove duplicate plugin-local useitem tracking and read drop counts from Poi main useitem state
• Add host facades for config, store, notifications, assets/theme, and NavyAlbum IPC
• Add Vitest, coverage, Storybook setup, initial tests, and expanded CI validation gates
