SveltosCluster Predicate: react to cluster being marked as deleted - #687

Till v1.15.0, SveltosCluster had no finalizer. So a SveltosCluster was deleted immediately and was not important to react to DeletionTimestamp changes. With the introduction of cleanupGracePeriod, SveltosCluster can stay marked as deleted for several minutes, so it is now important to react to that.
