Per the directive to file relay issues for the no_std/no_alloc pieces jess needs: relay#176 (expose relay-sec as a transport-agnostic E2E channel, decoupled from CCSDS — for inter-core message protection) and relay#177 (a no_std shared-memory/ipc_service Software Bus transport backend behind the stream<T> seam, cross-ref gale#63). Linked into DD-009. rivet validate: PASS.
