ci: open one nightly upgrade PR per package - #1951

Bundling every upgrade, deprecation and yanked marking into a single draft PR means one package's failing build holds back all the others, and the whole batch has to be merged or dropped together. Open one PR per package instead, on github-actions/nightly-upgrade/<pkg>, each touching only its own docs/packages/<pkg>.yaml so only that package's build workflow runs on it.
