seung-lab/DracoPy never pushed a git tag for 2.1.0, so the checkout step's
`ref: ${{ env.DRACOPY_VERSION }}` (literally "2.1.0") 404'd on every job.
master's tip (e6b3449) has a byte-identical setup.py to the PyPI 2.1.0
sdist, so pin DRACOPY_REF to that commit and check it out instead, per
gotcha 103.
