The 7.0.0 patches apply unchanged to 7.1.0; the build applies patches/hdf5plugin/<version>/ for every version it builds.

7.1.0 builds libh5htj2k.so from h5z-htj2k and its vendored OpenJPH, so the wheel carries one more plugin and two more licences than the check allowed, and neither licence was declared. Signed-off-by: Ludovic Henry <git@ludovic.dev>
