CIBW_TEST_REQUIRES's unpinned `pandas` resolved to a newer PyPI release with no riscv64 wheel on every matrix job, source-building for ~1h and hitting the 60-minute job timeout (all four jobs showed as "cancelled" rather than "failed"). PIP_PREFER_BINARY=1 in CIBW_TEST_ENVIRONMENT makes pip prefer our registry's older wheel-backed pandas release over the wheel-less newer one, per gotcha 354.
