Upstream publishes no riscv64 wheel. Mirrors [upstream's `release.yml`](https://github.com/esphome/aioesphomeapi/blob/v46.2.1/.github/workflows/release.yml), and wires in the pytest suite from [`ci.yml`](https://github.com/esphome/aioesphomeapi/blob/v46.2.1/.github/workflows/ci.yml), since `release.yml` does not test its wheels. **Differs from upstream** - manylinux only - cryptography, a hard runtime dependency, has no musl riscv64 wheel. - `REQUIRE_CYTHON` promoted to `CIBW_ENVIRONMENT` - a step `env:` never reaches the Linux container. - only-binary for cffi, cryptography, protobuf and zeroconf - only our registry has their riscv64 wheels. **Testing** - Drops `-n auto`, `--cov` and `--timeout=4`: coverage and xdist add nothing here, and a 4s per-test timeout is unsafe on a shared riscv64 runner. **License**: OK Built on cp312; 1261 passed, 1 skipped.
