Compiles a small CPU-only C++20 wrapper around a statically-linked spdlog into librapids_logger.so. Upstream publishes no riscv64 wheel.

Mirrors upstream's ci/build_wheel.sh, driven through cibuildwheel instead of a bare pip wheel/auditwheel script.

Differs from upstream

• Uses cibuildwheel instead of a raw pip wheel + auditwheel repair script - equivalent result, matches repo convention.

Matrix: only cp312 - wheel.py-api = "py3" produces one wheel for every interpreter.

Testing

• same as upstream (none); adds an import smoke test and a symbol-hiding check for fmt/spdlog.

License: OK

Built on cp312; wheel carries librapids_logger.so with no exported fmt/spdlog symbols and no vendored GPL libraries.
