Compiles the mink.lie._lie_ops_c C extension (SE3/SO3 Lie-group kernels against the numpy C API). Upstream publishes no riscv64 wheel.

Differs from upstream

• build-frontend is build, not build[uv] - the riscv runner has no host uv for the audit step.
• numpy, scipy, mujoco, daqp and glfw come from pypi.riseproject.dev - no riscv64 wheels on PyPI.

Testing

• Upstream's release job runs no tests; this runs pytest tests/ against the wheel, as upstream's make build does.
• Adds absl-py (upstream dev group) for test_docs.py, and stages examples/docs plus the Panda model it loads.
• Pins daqp==0.8.5 (upstream's uv.lock version, built from sdist) - daqp 0.9.x rejects the no-task QP in test_solve_ik.py as nonconvex on every arch, x86_64 included.
• Asserts the compiled extension is present, since a CMake failure falls back to a pure wheel.

License: OK

262 passed on cp312, cp313, cp314 and cp314t.
