Small pyo3 packstream/vector codec extension for the Neo4j Python driver. Its dependency tree is pyo3 plus pure-Rust build tooling only - no rustls/native-tls/openssl-sys, so it needs no riscv64 crate patching.
test_from_native_special_values[f32-nan-data_be_raw13/14] assert an exact f32 NaN byte pattern (sign/payload preserved) after an f64->f32 native conversion. RISC-V's FCVT.S.D always produces the canonical NaN (0x7fc00000), discarding sign and payload per the ISA spec, unlike x86_64/aarch64 which preserve them - architecture divergence, not a bug.

Testing
