Brings gee-bee's documentation and PR CI up to the same standard as game-over-man and now-you-noaa: an AGENTS.md describing architecture, config, and design decisions, a CLAUDE.md pointer, a fuller README (features, config/env tables, notification payloads, how-it-works, versioning), and a CI workflow that vets/builds/format-checks on PRs. Brings the runtime model to parity with game-over-man and now-you-noaa: drop Docker and the internal polling loop, run once per invocation, and let cron or a systemd timer own scheduling (deploy/systemd/ added). Adds a state.json file so restarts don't lose track of which aircraft are already-notified-and-still-in-range, replaces the Docker publish workflow with CalVer GitHub Releases (5 cross-compiled platforms) plus a PR-time CI build, and updates docs/config to match.
