`pem_entry_decode` now already returns decoded values, without the need for an additional `der_decode`. keep support for both formats to also allow OTP <= 27 clients add dialyxir and credo dev dependencies Signed-off-by: Francesco Noacco <francesco.noacco@secomind.com>
