Removes some lingering gaps. These occur when a scan is short and right before a higher priority block, but is too long to merge before being trimmed for detector operations. Once it gets trimmed it is thrown out by
max_cmb_duration. This moves the merge before the check for duration so they get merged.Currently leads to a sun safety failure later in the year, so need to debug that.
