Generate single document of complete License List

Would it be possible to also generate an SPDX Document that contains all the licenses (and exceptions) of a License List?

I like this idea - a few questions / decisions on structure:

• I'm assuming this will be SPDX 3.0.1 format, upgrading to 3.1 once it is available
• Should we have a collection inside the document with a context description of SPDX listed licenses?
• Should we have 2 collections, one for licenses and one for exceptions?

I believe it should be a Bundle, including both licenses and exceptions — essentially what a License List Release contains.

I think all of them use the same CreationInfo, so this would appear once. That's also why it's a little more complex than concatenating all the generated JSONs for licenses and expressions together.
