Attribute value quoting is inconsistent

There are several attributes generated by the WordPress core that are using single quotes, rather than double quotes.

This bugs me to no end.

Yes, I realize that both single and double quotes are allowed in HTML (and the WordPress Coding Standards), but this is a matter of keeping things consistent.

I’ve already fixed several of these cases, applying the tersus_double_down() fliter to the the following WordPress functions and template tags:

get_avatar
get_archives_link
get_comment_author_link
previous_image_link
next_image_link
wp_list_categories
wp_tag_cloud

Below are a few more chunks of code that still need fixing.
