Matches the deployed bootstrap fix: ruleset administration limits are recorded but do not end the sequence before the application PR comment, update-branch compare-and-swap, and Security Gate verification. This PR is based on the branch currently owning the direct assessment Aiden resources, avoiding deletion of those live resources.
