Implements step 1 of stacktale/stacktale#157.

What changed

  • Added SECURITY.md and CODE_OF_CONDUCT.md at the root of this org repo (not under profile/, which is only for the org landing page), so GitHub applies them as defaults to every repo in the org that doesn't define its own.
  • SECURITY.md got the one edit the issue asks for: the intro and the Supported versions section now state the policy in terms of all three projects (stacktale library, stacktale-intellij, stacktale-vscode) instead of naming only the library. The relative docs/FORMAT.md link was also made absolute so it resolves from any repo.
  • CODE_OF_CONDUCT.md is copied unchanged.
  • CONTRIBUTING.md deliberately not added — it stays per-repo, as the issue notes.

Not in this PR (step 2, after defaults resolve)

Deleting the local copies from stacktale/stacktale should happen after confirming the org defaults resolve on stacktale-intellij and stacktale-vscode — a repo's own file wins over the org default, so nothing changes while both exist. Happy to follow up with that PR once this is merged and verified.

Verify

After merge: on stacktale-intellij and stacktale-vscode, Insights → Community Standards should show “Code of conduct” and “Security policy” as satisfied (inherited from the org), and the Security tab should show the policy.
