Overview
Bumps the ctor dependency in the rust_app test fixture from 0.4.2 to 1.0.7, with Cargo.lock updated for the new transitive crates (link-section, linktime-proc-macro) and removal of the old ctor-proc-macro / dtor stack.

No Rust source changes; existing #[ctor] startup registration in lib.rs is unchanged.
