What changed\n\nA natural-language repository scope now remains a hard boundary, and the same 30-second search limit applies to every release retrieval canary. The frozen retrieval oracle again covers all 194 currently eligible repositories, with restored rows tied to source revisions already recorded in the coverage ledger.\n\n## Validation\n\n- Focused retrieval and canary tests: 25 passed.\n- Version and convergence manifests: pass.\n- Oracle source identity and coverage: 194/194, no missing or extra repositories.\n\nThis is a repair candidate.
