[codex] Add CUDA support

Summary

• Rebased feature/cuda onto latest master.
• Adds CUDA target/runtime/module support and CUDA-related NTT/runtime tests.
• Cleans trailing whitespace found after the rebase.

Validation

• git diff --check origin/master..HEAD
