Changes

Add a blog post announcing Tekton Pipelines v1.16.0 "Manx WALL-E".

Covers the set-security-context default change (action required), new tracing spans (task parameter/workspace substitution, reconciler lifecycle fix), and the libcurl CVE fix in the resolvers base image.
