Create Python package and installer.

A Python package and installer needs to be created. It should support common Python semantics, eg. python setup.py install and pip install pyfvs if hosted on PyPI.

I was looking to install PyFVS from one of the packages currently hosted on PyPI. It seems that there are no builds for the most recent releases of Python, however. The latest release is for Python 3.6.

I'm trying to avoid having to set up an environment where I can build PyFVS for myself. Is there somewhere else I can download a build that will work on Python 3.8 or Python 3.9? Or could you build and upload new packages to PyPI?

(I have an old copy of PyFVS that I used to run under Python 3.5. It seems that perhaps the only reason it won't work for me under Python 3.8 is that the .pyd files mention the Python version in their filenames.)

FWIW, I was able to build a copy of PyFVS today that targets Python 3.9. It was kind of a lot of effort, but the instructions you provide are pretty helpful. A couple of things had to be changed in a couple of Python files, I think largely to support minor differences in the numpy API.

@Brjax, I wish that I could, but that was work I did on a laptop that I no longer have access to. I ultimately decided not to use PyFVS in my project, because it was enough for me simply to run FVS as a separate process, and so I didn't hang onto my build of PyFVS.
