chore(deps): consolidate Dependabot security updates

Summary

Consolidate the currently open Dependabot updates for the Pulumi examples into one reviewed dependency update:

• Upgrade @pulumi/pulumi from 3.243.0 to 3.261.0 in all three examples.
• Resolve the vulnerable transitive dependency versions across all three lockfiles, including tar, undici, brace-expansion, ip-address, tmp, js-yaml, OpenTelemetry packages, protobufjs, and pacote.
• The open Rust PRs for cmov and quinn-proto are already superseded on master (cmov 0.5.4 and quinn-proto 0.11.17), so no Rust lockfile change is needed.

This supersedes Dependabot PRs #28, #30, #36, #39, #40, #41, #42, #43, #44, #45, #46, #47, #48, #49, and #50.

Verification

• npm ci --ignore-scripts in each Pulumi example
• npm run typecheck in each Pulumi example
• npm audit reports zero vulnerabilities in each example
• git diff --check
