Expose the built-in agent tools (builtinTools over an AgentWorkspace) as an MCP server: io.modelcontextprotocol 2.0.0, tools/resources/prompts, the permission gate routed on the wire, and a standalone stdio entry point (--project / --auto-accept) backed by FileSystemAgentWorkspace. Add GitHub workflows for the MCP module tests (mcp.yml) and the installable debug APK (apk.yml).

Adds the MCP server module (:agent-mcp) exposing the built-in agent tools over stdio JSON-RPC (io.modelcontextprotocol 2.0.0), plus two CI workflows: mcp.yml (module tests) and apk.yml (installable debug APK). Verified locally: 11/11 agent-mcp tests pass and the stdio binary serves initialize/tools/resources/prompts.
