feat: release sustech-cli 0.11.0 with expanded campus workflows

This releases the local Blackboard, NCES and campus-handbook work together with the recently merged selection/privacy, daily-context, official-lecture and Unicode table fixes as sustech-cli@0.11.0.

• Blackboard gains content trees, rosters, message/discussion reads, submitted-file downloads, cross-course assignment and grade summaries, and preview/apply flows for exact reviewed text/file submissions, messages and discussion posts/replies. Remote writes remain fixture-tested and require confirmation, payload binding and read-back.
• NCES gains exact code resolution, teachers, review pagination, filters, rankings and rating summaries. The opt-in Online handbook surface and typed public/local MCP surface expand to 42 tools.
• Service-specific authentication checks and manual ephemeral Blackboard browser reads are included. Every browser redirect is checked before another cookie-bearing request; expired and out-of-path cookies are excluded.
• Integration preserves Shanghai-time context and upstream-failure handling while adding recent announcements. The public-source outage regression now uses isolated offline fixtures, and malformed numeric HTML entities no longer crash normalization.

Validation: npm run check and all 441 tests pass on macOS / Node v22.19.0. The previous uncommitted work was preserved as commit a613e93 before integration; no live campus mutation was performed. The package/runtime version, lockfile, README example and changelog are aligned to 0.11.0. Cross-platform CI and an isolated package-install smoke test gate publication through the existing Trusted Publishing workflow.
