Added `test_get_folder_id_by_name_cache_hit_found` and `test_get_folder_id_by_name_cache_hit_not_found` to `test_create_worklog.py` to ensure that `get_folder_id_by_name` correctly uses the `_FOLDER_CACHE` dictionary and avoids redundant network calls.
