The
v0.0.3-dev.202609271407Release build failed on Windows because theperlselected by the runner was an incomplete MSYS installation (Locale::Maketext::Simplemissing). The vendored OpenSSL build supportsOPENSSL_SRC_PERL; select and validate the runner's Strawberry Perl explicitly before building.The failed dev tag has no published release. After this change passes CI, a new dev version will be prepared from
developand its five artifacts built and checked.
