Does this file even still need to exist? The version it replaces was put together very quickly and with a rudimentary understanding of CMake. I assume that cppzmq provides a CppZmqConfig.cmake by now? |

This is spawned by discussion in eic/EICrecon#2604 (comment) . There is not a huge functional difference between the two implementations, but defining a CMake
libzmqtarget is what cppzmq needs to be compiled against.
