fix(storage): validate KV proxy health response

Summary / 摘要

• 修复 KV 代理健康探测：只有返回合法 { keys: [] } JSON 的 HTTP 200 才视为可用，避免 SPA HTML 200 让 serverless env_check 错误报告 ready=true。

• 保留 401 的既有语义：驱动可选中以显示诊断信息，但 health 仍报告不可用。

• 增加合法 JSON、HTML 200、错误结构和 401 的回归测试。

• 同步重建 cloud-functions/[[default]].js。
