Add reusable status map components

Summary

• add reusable status marker styles, legend, and marker layer support
• add map side controls, fullscreen control support, tile overlay options, and GeoJSON hover tooltips
• make dynamic layer replacement remove prior layers, overlays, and map listeners cleanly
• add focused lifecycle and status-threshold tests

Validation

• npm run lint
• npm test -- --run (2 files, 3 tests)
• npm run build
• exercised as a linked dependency in the SWT status map

Release dependency

A new minor npm release is needed after merge before the SWT application PR can replace its local dependency with a registry version.
