The primary ChatDirector's turns-since-operator-message backstop counted every tool.done->infer cycle equally, so a primary productively blocked on a long stream of successful task dispatches could still hard-pause purely from turn volume. A successful leaf task tool.done (no tool error, no salvage-classifiable report) now re-arms the backstop interval like a fresh operator message would, without being treated as one. Failed or salvaged leaf completions get no such credit, so genuine tool-only no-progress loops still nudge then pause as before.
