Summary

• Add .notmagic.yaml advisory config for the GitHub integration smoke test
• Add an intentional release-readiness conflict document
• The PR claims merge/release readiness while explicitly denying reliance on rollback safety, observability coverage, production-scale safety, and recovery ownership
