Temporary verification PR for #1153: docs-only diff against the fix branch, opted into the e2e-cli gate via label, to prove
desktop-native-linuxreports skipped-by-policy when the classifier says no scaffold work. Will be closed after the run is captured. Refs #1151 (no closing keyword — evidence only).
