Summary

Records the completed, owner-approved RFC 0005 one-shot board filing and exact issue disposition ledger. No product or roadmap mutation is performed by this PR.

Validation

Acceptance

  • Filing provenance is durable under the original run directory.
  • No runtime, package, scaffold, lockfile, or workflow changes.

Proves the one-shot filing happened exactly as ratified, and makes it
auditable draft-ID by draft-ID.

Filed 14 new issues (#1468-#1481), amended 6 existing via 4 rows, and did
not file DT-18 because D-0b was never decided. Epic #400 was AMENDED, not
replaced -- a second umbrella would fragment the very board this RFC
de-fragments -- with the ownership thesis, the three acceptance lines and
the killed-surfaces list preserved VERBATIM.

Successor-before-supersede was executed literally: #1471 was filed before
#412's supersede comment, and #1472/#1477 before #424's. Both superseded
issues stay OPEN and close only on delivery, so no seam is unowned in the
interval. Zero filing-time closes.

Preservation guarantees verified rather than asserted: #922 and its 24
children received zero changes -- #933 and #944 got nothing, and the only
#922-adjacent action anywhere was the single authorized informational
cross-post on #929 reporting the .strict() defect that #890's contract C8
rests on. The 2026-07-19 train is intact with no issue re-milestoned. No
labels and no milestones were created; the only milestone edit was
stripping a stale clause from 0.0.14's description, leaving its 11 issues
untouched.

Two deviations are recorded rather than hidden: DT-8 was filed as
"six-state" because the manifest predates the amendment that added the
sixth quarantine state, and bodies cite rfcs/0005 rather than the
manifest's rfcs/0000 since the number was assigned at acceptance.

Before any issue linked to it, the merged path was verified on
origin/main -- a broken permalink in 14 issue bodies is expensive to
correct.

comment.

  1. Identify every changed documentation file in this PR and read each one fully. Include Markdown,
    MDX, READMEs, RFCs, harness/process docs, and skill instructions; do not review only the diff
    hunks.
  2. For every executable claim, QUICKLY hand-test the exact documented command or snippet from the
    repository root. Use the smallest representative scaffold/workspace needed, compare real output

Keep the iteration budget small. Prefer one to three decisive manual checks over broad exploration,
but never omit a changed documentation file from the per-file verdict table.

Summary

The PR adds a single filing-ledger artifact under a tracked run dir. Remaining risks

  • The doc is a one-shot record of a past board migration; if PR RFC: NetScript DevTools contribution architecture — plugins that ship developer tooling #1450 was not actually merged on main at the recorded timestamp, the P0 row's "origin/main = 03680f6" claim becomes a factual error. The run's own artifacts corroborate the framing, but direct GitHub verification is out of scope for this evaluator.
  • GitHub-state claims (issue bodies, comments posted, labels/milestones/state on real issues) are not reproducible from the local checkout and rely on the run's own audit trail.
